One of the first games I ever got excited for the release of was Outpost, which was a hard-sci-fi colony sim where you have to make a base on a Mars-like planet. It was also a complete mess at launch with whole systems completely missing or lobotomized, including things that reviewers ignored because they were told they'd be fixed by release and were not. I still liked building bases in it [it had multiple levels so you could dig out underground areas to put structures in like Dwarf Fortress 20 years early] but eventually you just had to confront that the game was not finished. [or finishable, since iirc one of the things they left out was the crap you have to build to beat the game]
Apparently there's been some work on making an open-source remake of sorts for the original game, since Outpost 2 was more complete but less ambitious/interesting. Modders will work on anything, I guess.
